send automated email on submit

Hello,
we have some orders incoming on our shop.
If we want to refund some orders, we have to write a mail.
In order to save time, we want to make it automated, where we only need to type the person, order-id,
and a radio.
The values will be put into a mail and automatically sent to them.
Please tell me which techstack you prefer and how you would approach this.
