Email server setup to send 3 emails per month for list of 60,000

We have an email list which we need to send occasional emails, we are looking for a economical way to send these emails - about 3 emails per month at most. Because we send these emails rarely, most email service provider charge you base on your list size and it's not economical for us.
We need your help in setting up perhaps an email server which is clean from bounce/spam without high monthly fees. Any alternative methods would work too, such is if you already have an email server in place and we can use that. The list are people who opted in to our webstore, although mostly are not our customer. They are used to receiving promotional email from us and those wanted to opt out probably already did.
