Email Deliverability Specialist Needed!

I have a service with over 3000+ users. We are currently using a direct dedicated server and WHMCS to manage these users / send emails etc.
Our users receive emails during several steps of our sign and order process, as well as promotional emails.
Over the past month AFTER our host changed IPs on our server our emails have been hitting SPAM, for basically every email going out. We NEED a new process for our email system..
I require someone to test and configure the best possible deliverability setup available. I do not mind investing in a hosted plan like smtp.com etc. Our users must be be able to receive our welcome emails invoices promotions etc.
