Elixir Phoenix Setup with basic auth

I need a developer to create a new Elixir Phoenix project with the following requirements:
- Generate a new Phoenix project (no existing code).
- Add Dockerfile/Docker Compose for deployment to DigitalOcean App Platform. Deployment is part of the project.
- Two Pages:
> Public page.
> Authenticated page (accessible after login). Main page should have a login link.
- No Database Needed: Use a simple JSON or other file in the directory for username/password storage.
- Minimal Design: No fancy graphics; just ensure page resizes appropriately for desktop/phone. Login box/link centered for easy access.
- I will provide an empty BitBucket repository for you to push this code to
