Convert Figma Design to wordpress

I have an existing WordPress site with an established theme and a nearly completed Figma design 10-11 pages that needs to be converted into a fully functional, maintainable WordPress site. The goal is pixel-accurate implementation of the Figma design with clean, editable blocks so the site can be updated in-house without a developer for routine content changes.

Scope includes:

Convert all Figma pages to WordPress (block theme or equivalent maintainable structure)
Minor header/branding adjustments
The Figma design should be followed closely but with a few intentional omissions — certain sections and UI elements in the design should not be implemented
Build out two simple individual subpages for a section that currently only has an overview page, with proper internal linking from the overview and footer
Requirements:

Confidential project, please no footer credits or use in portfolio
Must be built on WordPress and fully editable through the dashboard after handoff
Can be easily migrated with wp-all-in-one plugin
Mobile responsive
No costly page builder plugins if possible — native WordPress blocks preferred or elementor free
Please avoid automated Figma-to-WordPress conversion tools to keep the codebase clean and maintainable
