student seismic datalogger

I work for the University of Brasilia and we would like to deploy many seismic recorders for a project, but the project has a low budget to buy the commercial dataloggers available. Hence we thought to build our on data loggers might be a solution to lower the costs. Please let us know if you can design a pcb with the following characteristics: 4 Channels; 24 bits resolution; low noise; gps time sync. More details we can discuss latter.
