portable Digital counter activated by proximity sensor

I am seeking a freelancer to develop a portable digital counter activated by a proximity sensor. The purpose of this counter is to count people.
Key requirements:
- The device should be battery-operated for portability.
- The proximity sensor should have a range of less than 1 meter.
- Counting range 0 to 9, with reset switch.
- The counter should count 1 for every 2 activations of the sensor.
- The digit size should be large like 15 mm high.
- the device size should not be more than LxWxH: 70x40x6 mm
