need PCB and schematics of GSM Motor Starter

i want 3 phase GSM motor starter




Features i need-

DMTF on & off
Manual button for on off
Message to add and remove users
Overvoltage/undervoltage protection
Phase reversal protection ( using any voltage sensor) & status led
Delay start stop timer [ TIMER 7:30 - 13:45 ]
This message will start motor for specific time & status led
Motor is on only when three phase is coming
Lipo battery & It's Charger & status led for charging
Auto on operation when power resume

product should be cost effective
use cheaper microcontroller and you should discuss it with me
Max cost of this project should be no more than 600 INR/ 8$

and try to use GSM as a microcontroller
