Water pump control board

Hello,
I am looking for someone to design a PCB board to control a small electric water pump. The pump will turn on for 2-3 seconds every 30-60 seconds and will check for water. If the electric pump has a load on it (from water) the pump will stay on until the load is no longer present. I would like this to use a microcontroller so we can reprogram and change the check time (anywhere from 30-60 seconds).
