Voltage Stabilization for AC to DC Converter

Am having an issue where a DC voltage coming from a dc converter is having issues with my atmeg ICs. Am able to power my board 12VDC with a DC power supply just fine but when i use a Converter it seems to have some issues.

Looking for someone that can give an advice on how i can get this resolved
