MV-to-Volt Op Amp PCB Design

I need an experienced electronics engineer to design a PCB circuit that can shift millivolts to 2-5 volts using an Op Amp. Here's what I am envisioning: without any external power.
- Operate on input signal voltage below 1 volt: You should have strong skills in handling small voltages and boosting them to the required levels without distortion or loss.
- Voltage Level Shifting: The main function of this Op Amp circuit will be to shift voltage levels. You need to have experience with voltage level shifting in design and implementation.
- LED Indicator: The circuit should also be fitted with an LED that indicates the circuit activity. And status which shows goal is live on relay as primary .
Use the relay to move 2 different mV voltage input as well
