Variable Intensity Regulator Circuit Schematic

I'm in need of a variable current regulator circuit by output voltage
There is a big capacitor that must be charged between 0 and 20V but there is a very tiny energy (65mW) available so at 20V the max current must be 3.2mA (20*3.2 = ~65mW) and at 1V 65mA (1*65 = ~65mA) the current has to be changed automatically and fast enough so that no more energy is demanded than is available at any time
Requirements:
- Only schematics but must work
- As efficient and cheap and low number of components as possible
- Muts keep costant 65mW of power from 1 to 20v
- If PWM, this must take care of the capacitor life, as they tend to struggle with current ripples
- Very tiny and simple project, I need it in 72 hours max
