Radio Jammer

I am looking for an experienced engineer to design and build a radio jammer within a specific frequency range and to meet my specific needs. I am looking for a jammer to operate in the low frequency range between 0.1-500 MHz, more specifically FM radio range, and I need it to have a 300m radius coverage for the jamming signal. I need the jammer to be portable and ready for use quickly, so the project needs to be completed as soon as possible (ASAP). The ideal candidate should not only be knowledgeable about jammer design and have the necessary hardware, but also be experienced with programming and have an in-depth understanding of both software and hardware development.
