Programming for Swivel Wheels on Wheelchair

I'm retrofitting a wheelchair with two powered swivel wheels, and I need some programming to allow these wheels to communicate with each other. The wheels need to work together to help caregivers push the wheelchair with ease.

I have found 8" brushless motor wheels that swivel but I am open to other designs. These wheels need to be programmed for:
- Wired communication: The wheels will be connected via a wired system.
- Directional control: The programming needs to allow for the wheels to be controlled in terms of direction.
- Speed sensor integration: I want speed sensors incorporated with the wheels to monitor their speed.
The best option is to have sensors in the wheels that mimic the carer pushing the chair. Carer pushes right, chair turns right. Carers pull to stop, tand he motors disengage. Also, I would like the wheels to have braking power to help going downhill (this can be controlled by a speed dial at the back of the chair)

The ideal candidate for this project should have experience with programming motorized wheels and integrating communication systems. Knowledge of speed sensor implementation is a plus.
