Pic Microcontroller Program

Budget: $50 – $100 USD

1-I want a design for the smallest Pic Microcontroller that will handle the program.
2-I want the circuit to operate at 9vdc(common battery) and the program to remain unchanged when powered off.
3a)-I want the program to control a vertical line of 10 conventional 3 or 5mm, 20ma LEDs.
3b)-I want the program to also control three common 5mm LEDS @20ma in parallel.
4-When the circuit is powered on I want the stack of 10 LEDs to act in this manner…..the top LED will light then go off and the next LED will light below it with the effect continuing till the bottom LED is lighted and remain on. Next the effect starts again at the top until the column of LEDs is all lighted. This column stays lighted for about two seconds.
5-I want a potentiometer to adjust the fill rate but not how long the totally lighted column remains on when completely lighted, that will stay constant at 2 seconds.
6-As this fill effect is running I also want the 3 LEDs in parallel to slowly light to full brightness and then dim down to approximately 25% brightness cycling to full and back to 25% as long as the circuit is on.
7- I want an on off switch
8-The trim pot/potentiometer is to be accessible with a knob for the user.
9-the speed of the 3 parallel LEDs cycling to full on and down to 25% can be 2-2.5 seconds with no adjustment needed.
10-I want a download to Pic ready program, circuit diagram and parts list with an option to tweak the program after testing.

**I may want a compact PCB and gerber files with room for onboard components but only solder pads for the on-off switch, all LEDs, potentiometer and battery.
