Idea: PLC project to control onboard sensors in contactless water refill stations
We believe a good option is the PLC - Scada siemens software since license is not required. But other alternatives could be accepted.
The electronic sensor that PLC needs to control (water valve, ultrasonic sensor, and flow sensor) are:

Then we need to get real-time data about water flow/usage of water. That is a must.
We plan to use an eSIM card (3G, 4G, or 5G) for connectivity/internet to the server/cloud.
For that provide a shopping list with all the detailed components to be bought and detailed drawings to do the assembly possible.
After design project support until its fully working.
At the end of the project, I need a code, a connection & wiring diagram, a shopping list of all the components needed for the assembly, and detailed drawings of the assembly process.
The project includes the following features:
- Refill monitoring indicator (Open/Closed via Ultrasonic sensor)
- Valve open/close (water valve)
- Output for a number of liters by each refill (flowsensor)
- Time indicator
- Liters of water/usage data transfer to the cloud
- Cycles/operation pause/resume
