PCB Design and 1 working sample on bread board or general purpose pcb board

1. Need to design PCB for CCTV IR LED cuitcuit ring - Electronic 42 LED IR Infrared LED Module Light for CCTV Camera : 42 infrared bulbs 850nm IR wavelength, it is invisible at night. Outside diameter：60mm Inside diameter: 32mm, IR Range: 20meter Working valtage: DC12V
2. A working prototype using bread board or general purpose PCB (prefereed) for the above requirements ship it to me (through hole, hand soldered).
3. All parts must be locally available in India.
4. Automatically on when light goes off and darkness fell and shut off in the day time.
