Motor run timer

Need to have a programmer select a microcontroller he/she is familiar with and write some code to control the length of time a motor can run. No real time - no analog inputs. Three digital inputs and 8 digital outputs. Would prefer that the code can be used by a through hole type or a surface mount type micro so that prototyping can be hand soldered and use the same code for a surface mount micro for production.
