LED Tail Light development

The project is for an aftermarket development of a PCB for a tail light of a Nissan Skyline R33. When the lights are "ON" only the outside ring will be illuminated. When the brake is pressed, the inside radial lines will be illuminated, and also the outside ring will stay ON if they are "ON" otherwise they are to be off when the brake is pressed. The rectangular PCB is to illuminate WHITE when the car is in reverse and the rectangular PCB is to flash ORANGE when the indicator is clicked

I have attached the requirements and also the expected outcome and scope of the project in the attachment below.

I would like to have a prototype provided by the freelancer and the target price for a pair of lights will be $300USD maximum (if cheaper will provide a bonus for the successful applicant)

The project will be broken up into:

Design - this includes
1. Schematics in PDF file format.
2. Bill of Material (BOM)
3. Gerber files in .zip format.
