IOT water well kit only people from bangladesh

We are an NGO who builds water wells on places where its hard to get water. we have build over 509 water wells in 356 days !! and still counting ...
we would like to measure the amount of water that flows when they use the wells and send the data to an backend trough mobile sim card connection
budget for the materials are between 150-350€
materials used for building the water well we use now will be send to you
needed for this project :
-every parts needs to be gotten from aliexpress and CHEAP ass possible!
- on arduino
-source of energy should be solar panel because there is no elecktricity but a lot of sun
-how to store energy
-pir sensor to detect movement at the well
-sensor to measure waterflow
-led light when there is movement to lightup
-camera to get screenshots when there is an movement ( faces should be blurred because of privacy )
-connection needs to be done with sim card
-send measured data to an backend ( waterflow, movement pir , images, )
when project finished u can be paid by money or we will open an waterwell in your name
