How can I make or find someone to do me a device in a small circle shape with a hollow from the inside of the circle that tightens so the hollow part in the middle with start to decrease and by a click of a button or anything it releases when I want?

We need someone who's good at designing and making a wireless device in a circular shape with a hollow. The device should be able to tighten and loosen using a controller. You need to know a lot about electronics and product design to do this project. Basically it’s going to be used on the hair to prevent hair loss how since it has a circular shape with a hollow from the inside we are going to integrate part of the hair in that hollow and then it should start tightening until the hair is secured and we must do that process on all of the hair so we would need many devices of this but all can be controlled together I know it’s going to take a lot of time and much work but I am not in a hurry. Probably those devices are going to be placed on a hair mesh to be able to integrate the hair strands threw it
