High-Voltage Choke Design for Surge Protection

I'm seeking an experienced magnetics designer to develop a high-voltage, high-current choke. This choke will be key in blocking surges on the main power supply, therefore it needs to be engineered with a significant surge voltage capacity of up to 2000V. More details of the requirement are as follows:
- High-voltage choke with a 5mH value
- 25μsec pulse voltage of 4KV
- Normal current (bias 2A 50Hz)
- Pulse current up to 10 Amps
The choke should feature a through-hole form factor. Experience with choke design for surge protection, and a strong understanding of power supply design are ideal for this job.
