Help build a palm sized cooling device

I am after a wiring diagram and a parts list on creating a handheld, palm sized cooling device. Ideally, it will need to be double sided with a large surface cooling plate on each side, a rechargeable battery whereby the device can remain at a consistent cool temperature (8 degrees celsius up to 16 degrees celsius), be able to stay at these temperatures for at least 20 minutes, have an on off button, a small lcd screen to display the temperarture of the device and a way to adjust the temperature.
