Guide me to make a Wind Speed and Direction Monitoring

I'm looking for a skilled individual to develop a wind meter for me. It should be able to measure both wind speed and direction then displays it on a screen, with the following requirements:

- Accuracy: The wind speed measurements should be accurate within 2mph.
- Frequency: The wind meter should provide measurements once every second.

The ideal candidate should have experience in developing similar IoT projects, proficiency in radio communication protocols, and the ability to optimize power consumption to ensure the device can run for extended periods.
