Wi-Fi Gardening Soil Moisture Sensor Circuit

I'm looking for an experienced engineer to design a soil moisture sensor circuit for gardening. The circuit should have Wi-Fi connectivity and be able to integrate with a mobile app. It will be powered by a direct power supply and a relay with timer function. I need schematic and components list and pcb gerber file. I have attached pcb for reference. Relay should trigger when d4 led lights up and should turn of when d8led lights up with programmable delay and condition that the time of day is 6pm to 10am
