Energy-Efficient Fan Control Algorithm Development

I'm seeking an experienced developer to design a control algorithm for a 3-phase permanent magnet synchronous motor (3∼ PSM) to enable stepless speed control of an energy-efficient, reversible fan. The control should be clean and efficient, using PWM.
