EVSE charging test board

Need a capable professional (possibly an electronics engineer) that is able to design a board that tests commercial charging stations by accepting a charge (following the protocol from SAE J1772) through a three phase resistive load.
The board should feature a microcontroller that reads three inputs, that being PWM signal coming from the EVSE, voltage and temperature, and limits the current going to the load based on a parameter that will be disclosed later. There is only two switches that will be actively controlled by this microcontroller, so it's a very simple topology and logic.
The deliverables for this project are Gerber, BOM list and Pick and Place files so that this board can be manufactured at a service like JLCPCB or PCBWAY using SMT soldering assembly and the Firmware that makes this a working device; I should receive the boards COMPLETELY assembled and ready for firmware flashing from the manufacturer, not the freelancer.
