EMV smart card reading and writing

I need someone who develops for arduino uno sketch that can read and write EMV smart cards. So you don't need any intermediate hardware, which directly communicates the Arduino to the IO, RESET, VCC, GND and SCK pins of the chip.
The libraries that you have available only serve to understand a little of how communication is done, as they are not functional. I provide research material.
