Direction Detection Circuit Board Design PULSE OUTPUT

Hi,
I currently have a circuit that has manual 'switches' in it.
Currently there is a piece of plastic that spins around on a shaft, hit hits two manual contact switches depending on which way it is spinning.
This is not a good design as each time it hits the switch it 'slows' it down from spinning.
So we want to redesign this system as basic as possible using a 3D HALL SENSOR.
So it detects the spinning, which way it is spinning, then triggers opto isolator output depending on which way it is spinning, clock wise or anti clock wise.
New circuit board will
- Detect spinning
- Detect clock wise or anticlockwise
- Send output depending on direction to an opt isolator.
Board Design should include.
12v Input(marked +, -)
3 pin output (opto isolated), (white violet, white blue and green black(has diode).
Output 'circuit' should have status leds to show which is actually being triggered and it's working. (eg white violet, or white blue)
May need basic IC/custom firmware to convert PWM output to manual on/off pulse/trigger).
Please refer to diagrams hopefully they show some further info of what I am trying to achieve.
