Device for safety

I would like to hire a coder who can code for a sensor and then transmit signal to a cloud information and then to another device. The second device should later be able to detect the location of device 1. Hence device 1 should be sending live location as well. We might need to use 4g communications. Preferable microcontrollers, LPC series NXP, Texas instruments simple link series. I want a code for a working model later. Please ping me if you can help me code along.
