Detailed concept paper for new fire alarm system

We need a detailed design for this solution using special Radio frequency that is not using internt, wifi or GSM signals. the concept paper shall be with with full details i.e. diagrams and text explaining in details the proposed solution. All details shall be be kept confidential and all rights (including intellectual property rights to the idea and the concept and all designs) will be owned by us.
