Designing and programming an industrial PLC /HMI

Design and program a PLC to control a machine with mutiple motors and safetys.
Plc will control 2 125hp VFDs and 6 smaller motors from 1/2hp to 20hp. It will have imputs from around 10 other safety devices.
It needs to monitor the vfds and motors and check everything is good. Notify people via sms or email if there is any errors. Set off alarms if there is a major error, set off lights for minor errors. Monitor current usages and record it.
It needs to be able to operate the system full automatically with 1 button on and 1 button off when the main control key switch is turned to auto.
When the key switch is turned to manual, the system will be allowed to turn on and off manually via 3 wire controls on the cabinet. This is incase of issues with controls/for maintenance.
