Design a DC to DC converter

Design a DC to DC converter that converts 400V DC input to 24V DC output that can carry up to 3.5kW. Current carrying capacity at 24V should be ~150 A.
The 24V output should have two input sources. Primary source is 400V DC and secondary source is 24V battery. Input source should switch from primary to secondary when primary source fails for any reason. Failure of primary source could be detected using under voltage or any other suitable means.

Main requirements -
1) Converter needs to be of minimum weight and small form factor. Preferably around 1.5kg including housing
2) Electronic components used in the design should be easily available.
3) Heat dissipation to be considered as it needs to operate at high ambient temperatures (upto 50deg C)
4) EMI/EMC shielding to be given priority
