Design an 1000W constant current LED driver

Input is 18-25 volts, output is 28-38 volts, Output target is 1000 watts, immediate need is 800 watts. Unit needs to be highly compact with significant constraints on length, width and depth. Unit must be capable of passing CE and US EMI testing. Unit should incorporate a Heatsink design will be done by ourselves. Initial project is schematic design, layout may be a followon project.
