Design and code a circuit using microcontroller to count objects from 1-15mm size

we are looking for an electronics engineer , expert in microcontroller programming to design a circuit , code, design pcb for counting objects of size 1-15mm at a speed of 500-1000 per minute . Circuit will preferably be designed around a 16 bit microcontroller with a lcd display or a tft .

Project has to be completed within 2 months max. please bid accordingly.
