Custom Radio Rangefinder Development

We are looking for a team: antenna engineer, RF electronic engineer, digital signal procesing engineer. To implement the radio rangefinder project. Main parameters:
1. frequency range: 5.7-5.9 GHz C-band
2. range of measured distances: maximum range 1000 m for RCS = 0.01 m ^ 2, maximum range 3000 m for RCS = 0.1 m ^ 2
3. range of measured object speeds: 0-100 m \ s
4. antenna beam width: 6 degrees H and V plane
Preferred location of the team in the EU.
Experience in implementing similar projects like radar is required, the first question during the interview will be to show similar completed projects.
