Circuit design and PCB Design for a small battery music toy

Need an circuit designed with two layer PCB for a small music toy - should play different preset tones for each button press. Totally need 35 buttons working in 5 modes, activating 35 different tones in each mode. Should have button based LED color lights flashing.
Should use cost effective and long term components for production.
