Circuit design

Hello, I was wondering if you could make a simple circuit design for me. I need just a as cheap as possible sort of arduino. It doesn't need to have any pins the only things I require is that its based around the atmega 328p - PU just like the arduino uno and that I can just simpely plug it in with a usb to program and power it. I want it to be as cheap as possible so for what i found I just need a 16 mhz clock crystal 2X 22pf capacitor and a 10 k ohm resister. Than I just need a way to power and interface it via usb. I also want there to be a power led. I really hope there is a cheap way of doing this and I hope you can think of a way to preferably ad an usb type a port without any extra ic's ore anything that will make the usb part of the circuit cost more than $4,00.
