Circuit board designer for retail product

I require the design of a rather simple circuit that is able to be made by the likes of PCBWAY and others. The goal of the board is to read soil moisture levels and light up an led based on the reading for example (if the moisture level is below 'Variable 1' then LED is on. if it is above "Variable 1' then LED is off). I would also like the circuit to be powered by its own rechargeable battery which its self can be charged via a USB type c.
