Circuit Board Design for Signal Processing

I'm in need of a skilled freelancer for designing a circuit board tailored for consumer electronics. This board will be specifically involved in signal processing, handling data signals.
Ideal Skills:
- Extensive experience in circuit board design
- Expertise in Pic chip processing
- Familiarity with micro circuit boards
- Proficiency in handling circuit boards for data signals from Pic
We had a board that had the effect we are interested in, but we ran out. We are making new stock and we want to modify a few things about it. I have attached an image of our out of stock board. We have the code already, it's in Arduino C but need to be coded to the pic we select. We are looking Pic12F675 at but are open to your suggestions. We need 3 outputs to LEDs with special effects and 1 output that bypasses the circuit where solid LEDs can be attached. There will be 1 input from power and an input from the Rheostat to adjust speed.
