Build an PV (solar) diverter circuit for me.

I am seeking the expertise of someone well-versed in electronics, circuit building, testing, and (NodeRed) programming to build a circuit for me.

Purpose: I have a PV (Solar) system, NodeRed and an OpenEnergyMonitor system that keeps track of power being imported or export and a Zip Tap (instant boiling water).

Using NodeRed, I have a number of appliances that only turn on when there is excess solar, making use of the power I generate rather than exporting to the grid.

The Zip tap has a 1200w (240v/50Hz) heating element that will turn on when water is used. Though this is a commercial unit, I'm using it domestically and so running the heater at full power isn't necessary.
What I would like to do, is interrupt the circuit to the heater so that only excess power is sent to the heater through the use of a triad (or similar electronics) rather than importing power for a few minutes, and then going back to exporting power again when the power turns off again.

Task

Requirements
1. I will be inserting the unit between the (controlled) heater power supply and the heater. The unit only to enable the heater when the Zip Tap turns on this circuit AND when NodeRed instructs.
2. Your control unit will need to be powered separately (ideally a 240w input so that I can embed this unit within the Zip Tap uni).
3. The unit to be WIFI enabled
4. Vary the power of the element between 0w - 1200w
5. Control of the unit possible via NodeRed (using an existing module preferably)
