Build hand controller for COTS motor controller board

I am building a submersable drone. It will run on 24V Lithium Polymer batts and drive three 530 kv DC motors.
I need a controller board that will controle the three motors plus 5 other sensors and actuators. The input to the controller will be a wired controll box held by an operator. I am looking for someone to recommend a hobby kit and then get it to work with the batts, motors and wired hand controller.
Must be able to communicate in English over Skype, Zoom or Google.
