Bluetooth key finder: PCB and App Development

I'm seeking a proficient electronics engineer and app developer to replicate/create a PCB, software, and implement an app for a Bluetooth locator, like a simple key finder. There are many products like this already on the market at very low prices.

PCB must be small, alarm very loud and power consumption low. Bluetooth should automatically connect to the phone. PCB should power on when movement is detected and remain on for a period of time, set within the app. A tilt/vibration sensor detects when the PCB moves and turns on the power.

Key features of the Bluetooth device must include:
- Alarm sound feature - press button on phone to sound a loud alarm on PCB
- Flashing light feature - light flashes when alarm sounds
- Show on-map location
- Rechargeable battery capability
- Battery charge status either within app or on PCB i.e. flash red LED on PCB when charge low

Nice to Have
- Show distance to PCB based on signal strength

The app should be:
- Compatible with both iOS and Android devices.

Bluetooth Connection:
- The desired Bluetooth range is less than 50 meters.

Ideal Skills and Experience:
- Proficiency in PCB design and software development.
- Experience in mobile app development for iOS and Android.
- Familiarity with Bluetooth technology.
