Automation of Fish farm

I am looking for an engineer to design a control panel with PLC and HMI for an indoor fish farm . We must be able to monitor it online and extend the system in the future . We need to monitor temperature and oxygen levels in 12 tanks , nitrate levels in 2-4 areas of the system . Readings outside the norm to activate alarms . There are 2 pairs of circulating pumps -2 alternating pumps and 2 backup in case the first two fail . Pump failures to activate alarm . Also want to potentially control 12-15 valve actuators. Temperature monitoring to switch the heating circuit. We need the full schematics with identified components and completable software. Components to be used should be considered on the basis of cost , computability and ease of use , ability to extend . Will suit best engineer with fish farm experience or student with in-depth understanding of recirculating aquaculture automation .
