small heat pump design

I am searching for a qualified heat pump design engineer to work on a project. The desired heat capacity of the heat pump is 10,000BTU cooling - 8,00 BTU heating. The desired energy efficiency rating (SEER) should be within 14-17 SEER as well. This project does not require any specific compressor type, but the designer should be able to provide the most appropriate option when working on this task. The engineer must also possess the required knowledge and experience to design and develop a highly efficient heat pump. Further, the engineer should be capable of doing regular maintenance and verification to ensure the durability and reliability of the heat pump.
