I need a microcontroler PIC32 developper

My application is to program my own design PCB where I have a controller microchip WIFI32E01 and a communication module HUM-A-900-PRO (Linx).

The program must do :

When the system is activated (main switch) and after initialization sequence, the yellow light begins to flash until a command to open the barrier is received.

When the system receives an open command, the flashing yellow light turns off, the red light turns on and 3 seconds after the barrier opened. The system remains in this state until a command to close is received.

When the system receives a command to close, the barrier will fold back and the red light will remain on for 3 seconds. Subsequently, the red light will go out and the yellow light will begin to flash until a command to open the barrier is received.

The program must :
1 - Control light and motor as describe
2 - have the capability to program bootloader OTA
3 - have 2 possible inputs : via UART1 from module Linx or with physical switch.
