hardware design for Active harmonic filter

I am looking for an experienced engineer to design a hardware system for an Active Harmonic Filter. The power rating of the system should be between 100-500 kVA. There are no specific components I have in mind but I am open to suggestions. My budget for this project is less than $1000. If you have experience in working with Active Harmonic Filters and designing hardware for them, I would love to hear from you.
