electrical plan for my apartment

I have the floor plan for my 70 m2 apartment as DWG files and I would like to work with a electrical engineer to deliver the following :

-the electrical plans for the whole apartment
-the calculations of the light intensities for each space
-detailed bill of quantity for the needed products, wires .etc...
