develop PID control for pelton turbine to control both nozzles and diflector

I need a guide line (develop the key part) to develop The PID controller of a Hydro power Pelton turbine governor that needs to control both nozzles and diflectors through PID controls. Siemens Tia portal LAD is preffered. What I used for Francis governors are "PID compact" function block in Tia Portal which is a successful tool that gives one PID output. Here I need to control both diflectors and Nozzles to run the turbine in an Island mode (isolated from the national grid). Operational requirement and the requiremed parametrs will be provided.
