Two-Stage Stochastic Optimization for a distribution network

I'm looking for an experienced hands-on programmer to develop a two-stage stochastic optimization tool for my distribution network. The goal of this project is to minimize cost as much as possible. To achieve this, the tool must be able to leverage the latest developments in stochastic optimization and apply resource constraints. Because of the complexity of this application, linear programming or discrete optimization will not be adequate and thus I need stochastic optimization. If possible, I would also like to add other constraints (such as capacity, location etc) which can be accomplished by the use of additional programming techniques. The successful candidate will need to demonstrate technical knowledge and experience in the field, as well as superior problem solving skills to design and develop this program.
